Koha for DCM. <!-- --> Reaching out to the most marginalised DCM’s Outreach team helps support Wellington’s most marginalised people. It also gives Wellingtonians a way to make a real difference in the lives of people begging or sleeping rough in the city. It’s the bright blue sleeping bag that catches Natalia Cleland’s eye. The woman is lying on a wooden bench in the winter sun outside the McDonald’s on Manners Street. Her long brown hair falls over the backpack she’s using as a pillow as she tries to sleep, facing the back of the bench. While Rob Sarich stays back, both to not alarm the woman and to remain watchful, Natalia approaches and talks to her. After a few minutes, Natalia returns. "I know her. And I’m really glad to see her because she hasn’t been in for a while and I was starting to get worried. She told me she’s hungry, so I said to come in for a feed and a korero. I’ll also check where she is on the social housing register and see if there’s anything I can do." Natalia and Rob are social workers with DCM. Formerly known as the Downtown Community Ministry, for 50 years DCM has been working to end homelessness in Wellington. Offering a variety of services, one of their main focuses is on supporting their taumai (meaning ‘to settle’, and what DCM calls those who use its services) into sustainable housing and back into life. To ensure people who are experiencing homelessness get the support they need, each week day DCM social workers walk the capital’s streets, usually in pairs, on ‘Outreach’, looking for people who are begging or appear to be sleeping rough. While much of DCM’s work is funded by donors and fundraising, the Wellington City Council pays for DCM’s Outreach team as part of its commitment to ending homelessness and street begging. "Many people experiencing homelessness or street begging find their way here to DCM," says Natalia. "But there are others who we aren’t working with and who aren’t engaging with other services. So we go out to speak with them where they are, and to encourage them to spend some time with us at DCM. "We also get referrals from other social services. Like, the team at the Soup Kitchen might call to say there’s someone new in town and can we come talk to them about how DCM can support them? We take the approach that any door is the right door. We don’t mind how they get to us; we just want them to come in and spend time at DCM. Then we can begin to build a relationship with them, with the aim of getting them off the street and into a whare," says Natalia. Rob and Natalia clearly have great memories for names and faces. At Midland Park, on the lunchtime-busy Lambton Quay, the pair spot a man they’ve seen before. He’s sitting on a bench, his duffle bag tucked beside him. "To most people he looks like someone taking a rest, but we immediately see someone who’s not quite fitting in," says Rob. They both go over and talk; Natalia perches a polite distance away on the bench and Rob sits on a concrete step in front of him. They don’t talk long. "But that’s the longest we’ve managed to talk to him. Usually he doesn’t even let us sit down," says Natalia. "He just says, 'No thank you, no thank you,' and waves us off. But we usually get a bit more information each time." It takes a certain chutzpah to go up to someone sleeping rough and begging to talk about their situation. But it’s what Natalia, Rob and other members of DCM who go on Outreach do. "We’ll introduce ourselves and say where we’re from, and we’ll invite them down to DCM," says Natalia. And when they do come down, there’s a lot DCM can offer. They can talk to the physio about their aches from sleeping rough, see a dentist for the toothache that’s giving them constant pain or get something from the food bank. "We look for what’s going to interest them enough to engage, then we can start talking about housing," says Rob. There is some reciprocity expected. "That might be only that they open up to us a little too, that they give us their real name, or their real date of birth; something that shows some trust in us," says Rob. "What we do is about manaakitanga, which is about hospitality, but also about lifting up people’s mana. So we need to give them the space to show that they can do something too." There’s something the public can do as well, and it’s not about giving money or sandwiches. It’s calling the Wellington City Council if they see someone sleeping rough within the council’s boundaries. The council then calls DCM, who send one of their people out to engage with them, bashing through bush, scrambling up trees or down under bridges if that’s what it takes. "Often it’s people we would never have found on our own," says Natalia. "One time we got a call about a woman sleeping at the Freyberg Beach toilets, and another in the Balaena Bay toilets. We can’t go and knock on all the toilet doors so we wouldn’t have found them without someone calling us." While DCM certainly needs notifications from the public, the best ones come from the taumai themselves, concerned about someone new sleeping rough. "Often they will meet someone at the Night Shelter or somewhere on the streets and they’ll encourage them to come and see us, or they’ll bring them in. We love that. The First Announcement of CubaDupa 2020

- CubaDupa Returns to the Streets with a Beautiful Disruption Wellington’s favourite neighbourhood comes alive with colour, art, music, parades, dance, food, and thousands of creative people the weekend of 28-29 March 2020 WELLINGTON, NZ — All of New Zealand is invited to celebrate the country’s most vibrant and creative street festival, CubaDupa, disrupting the heart of Wellington on 28 and 29 March 2020. The multi-arts programme returns to the streets in a big and beautiful way—with a dozen stages, over 100 food stalls, special creative zones, 100,000 friends and neighbours, and one beautiful disruption after the other. “Our iconoclastic Te Aro neighbourhood will be filled with sights and sounds, parades and drum beats, street installations and public art”, says Festival Director Gerry Paul, who has programmed the most ambitious CubaDupa ever. “And at the heart of it all, ready to transcend the ordinary, are over 1500 artists and performers from the region and around the world”. Music is the very core of CubaDupa, and there will be no shortage of aural disruption in 2020. The festival will present a diverse free live music programme showcasing almost every genre. VNZMA winner Troy Kingi brings his irresistible galactic funk, alongside rising Hip Hop star JessB. Contemporary Canadian folk group The East Pointers join the party with their high-energy take on the Celtic tradition. Making the trip from across the ditch are Bullhorn, an epic 10-piece brass ensemble fronted by the extraordinary rapper Roman MC. Local groove masters Dr Reknaw and emerging New Zealand rockers H4lf Cast add their grooves to the weekend celebration. Musicians, sound experiences, and immersive electronic wizardry become a cornerstone of the 2020 CubaDupa with the festival’s most ambitious project ever, Cubasonic. The mass musical interruption—conceived by New Zealand’s leading composer John Psathas—involves nearly 500 musicians lining the street, twelve conductors above the crowd, a custom-made overhead sound system, and a locally-invented Tesla coil synthesiser known as Chime Red. Defying words, Cubasonic will be presented once each day—uniting the entire festival site with a ten-minute musicalhappening unlike anything ever attempted in New Zealand. The project is a true partnership of creative community, generously supported by Creative New Zealand and involving Orchestra Wellington, New Zealand Symphony Orchestra, Royal New Zealand Air Force Band, The Nudge, Boat and a mass of Batucada drummers. “CubaDupa is one of Wellington’s primary lightning rods, generating and releasing a massive, positive energy charge into the city every year,” says Psathas. “Festivals offer unique opportunities for ambitious ideas. At their best they give us experiences we never forget, experiences that exceed our expectations both in the witnessing of art and in the moments of massed connection that sneak up and take us by surprise. Cubasonic, played throughout the heart of Cuba Street, will be vast, epic, and monumental.” The 2020 musical acts will be presented across twelve stages, including the brand new Radio Active Upper Cuba SoundSphere, Wellington Airport Swan Lane, the Garage Project Wild Workshop stage, and a Glover Park zone designed in partnership with Massey University’s College of Creative Arts. “Festival audiences can experience an abundance of music, dance, street theatre and art activations taking place throughout our Te Aro precinct” says Paul. “After finding your groove with JessB or Bullhorn, join The Ping Pong Party People in a wildly creative table tennis championship, visit Shabby Salon for a drop-dead gorgeous makeover, then jump into the Weddings-and-Funerals installation.” Another new element making its debut at the 2020 CubaDupa is the Mammoth Circus Tent in the Wilson Carpark on Ghuznee St. The bold and colourful venue will host energetic performances and workshops for all ages by day, and transform into a saucy cabaret show by night. “It’s part of our desire to grow the festival in new ways, add interesting platforms, and showcase even more artistry and performers from all around the world” says Paul. “Families will experience circus shows by fabulous acts like COLOSSAL Productions, 3 Speed Crunch Box or Seven Deadly Stunts during the day, and then the older crowd can enjoy comedy and more provocative cabaret after dark”. A theme running through much of the 2020 CubaDupa programme is Intergalactic Madness—alien visitors, strange messages, and wondrous disruptions from other worlds. Big Nazo will invade from Rhode Island, with generous support from the Embassy of the United States of America, for their debut visit to New Zealand. The outlandish collective of visual artists, puppet performers and costumed musicians will bring their alien creatures to the streets and stages of CubaDupa. Closer to home, Alien Junk Monsters add their psychedelic recycled trash costumes—and a few new otherworldly offspring. And for the first time ever CubaDupa will play host to BodyPalooza, a new national body paint competition featuring over 30 artists and models painted as alien visitors. “There’s an eclectic and eye-opening experience for everyone at CubaDupa, because it’s a fearless celebration of who we are as a diverse and creative city, and what we have in this iconic neighbourhood”, says Eric Holowacz, CEO of Creative Capital Arts Trust. “Whether you are into new bands, raucous parades, or the search for extraterrestrial life, CubaDupa has it. I love it, because the weekend is always a highlight of the summertime, and an immersion in culture, creativity, and community.” For culinary disruptions that satisfy any appetite, the Moore Wilson’s Street Feast returns to CubaDupa, with over 100 food stalls and a diverse range of local vendors and culinary experiences. “CubaDupa is going to be the highlight of our upcoming tour in New Zealand”, says Koady Chaisson, of Canadian contemporary indie folk music trio The East Pointers. “We love playing in New Zealand, as there are a lot of similarities to our home in Prince Edward Island, but we don’t have anything like CubaDupa. We’ve heard such amazing things about this festival – this is going to take things in NZ to the next level. - Decision and Recommendation of the Hearing PanelThe Hearing Panel issued their decision on the resource consent application and recommendation on the Notice of Requirement on the 4th of September 2020Decision and Recommendation of the Hearing Panel 4 September 2020 - Pinehaven Streamworks (pdf)Appeal PeriodsPlease note that the appeal periods for the decision on the resource consent application and the recommendation on the Notice of Requirement are different as outlined below.Resource Consent granted by GWRCIf the applicant or any submitters are dissatisfied with the decision to grant the resource consent, they may appeal to the Environment Court under sections 120 and 121 of the Resource Management Act 1991 within 15 working days of the decision date (ie. by 25 September 2020). If no appeals are received by 25 September 2020 on the resource consent decision, GWRC will issue the applicant the consent certificates.Recommendation on the Notice of Requirement to UHCC The Committee have made a recommendation that the Notice of Requirement be approved under section 171 of the Act. This recommendation is to the Upper Hutt City as requiring authority. The Upper Hutt City Council will make a decision within the next 30 working days under section 172 of the Act as to whether to accept or reject the recommendation. When that decision has been made, the Upper Hutt City Council must issue a notice of decision to submitters within 15 working days under section 173 of the Act. Submitters who are dissatisfied with this decision may appeal to the Environment Court under s174 of the Act within 15 working days of receiving that decision. Upper Hutt City Council will therefore inform submitters by email as to when this decision has been made, and the relevant appeal period.Summary of the proposalThe works are proposed over a length of approximately 1,200m in the lower catchment of the Pinehaven Stream. This extends from the Pinehaven Reserve to the inlet where the Pinehaven Stream is piped to the Hulls Creek.The purpose of the works is to reduce flood risk from the Pinehaven Stream to the surrounding area. The works will increase the capacity of the stream and its tributaries to a 1 in 25 year return period, reduce risk of injury or harm from flood flows, integrate overland flow paths into the stormwater network, and enable efficient and effective construction and ongoing maintenance of the structures.The proposal includes changes to the Pinehaven Stream channel and crossing structures in the lower reaches to provide for a 25-year channel capacity. The proposed stream improvement works include the:Creation of natural channel sections with riparian plantingConstruction of vertically sided lined stream sectionsSecuring overland flow pathsRemoving, replacing and constructing new bridgesRemoving three dwellings (4 Sunbrae Drive, 28 and 48 Blue Mountains Road)Upgrading stormwater system inlet pipes and fit with debris screensConstruction of a low wall along the boundary of Willow Park and 10a Blue Mountains Road to divert floodwatersConstruction of a private road access to 30, 32, 34 and 36 Blue Mountains RoadRelocation of utilities which cross the streamThe proposed works are intended to be completed in stages. It is anticipated that construction for stream improvement works will occur over 18 months but may take up to 2 years to complete.Resource consents sought from GWRCThe applicant has applied for the following resource consents from GWRC:Land use consent for excavations within the streambedLand use consent for bank stabilisation works, erosion repair, structures in and over the streambed and earthworksLand use consent for the relocation of utility pipelines over the streambedWater permit for the temporary take, use, damming and diversion of water during worksWater permit for the permanent diversion of water by structures erected as part of the worksReclamation of approximately 50m of streambed as a result of the relocation of the streambedWater permit for the diversion of flood water outside of the streambedDischarge permit for the discharge of sediment-laden water during worksNotice of Requirement sought from UHCCThe proposed designation would cover the area of the proposed construction works described above and would allow for these works to occur. The designation boundary would be adjusted once the structural works are complete. It will be reduced to an extent that is required for the on-going maintenance of the works.The applicant has proposed a number of conditions for the designation to address the effects associated with the proposal. Senior Prizegiving 2019 Senior prizegiving took place on Monday 4 November. Students, staff, family and whānau gathered in the Riley Centre for an uplifting celebration of our senior students’ many successes. A gallery of photos from the evening can be seen here. A list of all our senior prizewinners can be read here. Congratulations to every one of our prizewinners. Your wide-ranging achievements in all areas of school life bring to mind the whakatauki which Dominic quoted in his Principal’s speech: Tangata ako ana i te kāenga, te tūranga ki te marae, tau ana – A person nurtured in the community contributes strongly to society. He Kākano visit to Island Bay Marine Education Centre On Tuesday students from He Kākano caught the bus to the Island Bay Marine Education Centre-Bait House Aquarium. Victor Anderlini showed us around. He has been working there for a long time. We got to touch the marine creatures in the Touch Tank, that was really fun. We fed the big fish in the large tanks and watched the octopus squeeze itself through small holes drilled in the interior wall of the aquarium. Papa Taiao Earthcare On Monday morning Caleb Anderson O’Brien and Nicholas Maloney from the WHS Papa Taiao sustainability and enterprise course were on RNZ’s ‘Nine to Noon’ programme. They were interviewed about their enterprise which reuses old real estate signs to make tracking tunnels to monitor pests and native animals. So far they have successfully sold more than 150 tunnels to DOC and Predator Free Wellington so far. To listen to the full interview, click here. Achievements Powering Potential success Congratulations to Year 12, Lydia Acton who has been selected for the Royal Society’s ‘Powering Potential 2019’ to be held in Wellington from 16-18 December. Lydia is one of 40 students nationally who have been selected for this programme. Powering Potential gives students in Year 12 and 13, who are passionate about science and technology, the opportunity to work in teams to tackle scientific issues. Lydia, with her experience of captaining the New Zealand IYNT team in Georgia this year, is someone who we know will thrive in this environment. Sport Netball Meeting On Wednesday, 13 November at 5.30pm the Netball Committee are holding a meeting in the school staffroom. The meeting is for all parents who are interested in finding out about the 2020 Netball season, meeting the Netball committee and knowing what they do to make the netball season fun smoothly. All are welcome and we look forward to meeting as many of you as possible. AWD Swimming Our He Kākano students competed in the annual AWD swimming competition. Rohan Lane-Turnbull and Dominique Gilling placed first in the 25m and 50m freestyle. We had a joint relay with Naenae college, with Rohan and Gregory Stewart swimming the 100m relay and the joint team won. The day has been filled with assemblies, reminiscing, excitement, tears and sentiment. To all our seniors, we wish you all the best, whether you are sitting NCEA exams or joining the workforce, whether you are leaving us or returning to WHS in 2020. Level 3 Art Portfolio exhibition The Level 3 Art Portfolio exhibition is happening in the Art department, D block, Monday 4 November, 12pm – 5.45pm and Tuesday 4 November 9am-5pm. All welcome. Japan exchange students’ farewell Saaya Nakahara and Saki Sasakawa have been attending WHS since the end of August as part of their exchange from Osaki Kasei, WHS’s sister school in Japan. Below are some of the memories of their experience here. We arrived in NZ on August 30. We have had many experiences in just 2 months. We went to the Climate Change strike on 27 September. We have never been to a strike, so we were surprised that there were so many people. It was a good experience because we cannot join a big event like this in Sapporo. Our most exciting experience was the Ball. We do not have an event like this in Japan. This was the first time for us to go to a dance party. We took a lot of pictures with our friends in the photo booth. Our favourite photo was taken with our year 13 Japanese classmates and Grace. Thank you for giving us wonderful memories!!! Achievements NCEA Art folio exhibitions Folios were exhibited on two Fridays this term showcasing the enormous efforts students have put into their artmaking this year. Many friends parents and staff visited the exhibitions. Rowing regatta success WHS Rowing have completed in their first regatta of the season: the Queen’s cup regatta. The regatta was held over a 1000m course with all rowers competing to a high level despite the cold and windy conditions. The next race will be on 2 November and is the Norton Cup Regatta. Floorball Former WHS student Marie Sundin is transferring from Wellington Floorball Club to Swedish IBF Falun. Last month the International Floorball Federation picked Marie as one of the top three international transfers. Congratulations Marie!
