Small notice, big building

- Did any of you see a small sign in a spot that’s only visible if you’re catching the courtesy bus to Zealandia? It’s a notice about a resource consent application for a new building that will tower over the Michael Fowler Centre, the Town Hall, and neighbouring buildings. Nearly 40 metres high, when the allowable height is is 27 metres, promoted as the home of Victoria University’s National Music Centre but predominantly an office building with what seems to be a significant loss of green open space.

The Wellington City Council’s draft District Plan is proposing to remove the heritage listing protection of the heart of the city – Te Ngakau/Civic Centre, which is listed as a heritage area in the current District Plan. There’s also no regard for legal protection of the city’s two waterfront parks.

Affordable housing in the CBD – a pipe dream
- Wellington Scoop
- Partly as a byproduct of the Spatial Plan and partly because of the real-world challenge of trying to find well-priced housing in an increasingly expensive city, the current debates are tending to polarise into the people who want to preserve heritage and the people who want a sensibly-priced place to live. Both ambitions are laudable – but in Wellington, it may well be that “affordable” is not one of the feasible options, no matter how many ratty old flats we demolish.

- When the Wellington City Council asked us to comment on its new Spatial Plan, it told us the city’s population was going to increase by between 50,000 and 80,000 people over the next thirty years. This led to a great debate about adding blocks of apartments in inner city heritage areas alongside character homes. But towards the end of the consultation period, the council quietly released information that indicated all that debate may not have been necessary.

A tightrope act in Newtown

- On Wednesday last week, a responsible Covid-19 community meeting in Newtown heard constructive suggestions for the increasingly polarizing WCC Draft Spatial Plan. A hundred or so people attended spaciously, while 50 others obliged and walked home to join the other 400 on the live Facebook stream.

New group campaigning for council’s Spatial Plan

- A new campaign has launched to support the Wellington City Council’s proposed Spatial Plan, which aims to set a blueprint for more affordable housing as the city grows. A City for People is a non-partisan group of Wellingtonians who share a progressive and sustainable vision for Wellington. We see the Spatial Plan as an important opportunity to put people first and make a plan to share our city as it grows. “We’re asking Wellington City Councillors to support the Spatial Plan so all generations of Wellingtonians can share the city we love, and we have a chance to live in an affordable, warm, dry home,” said City for People spokesperson Isla Stewart.

Congestion and inefficiencies – why the Regional Council wants to change its bus services
- Wellington Scoop
- Now that all the money has been spent to make the CBD friendlier and faster for buses (and less attractive for pedestrians) the Regional Council has discovered that the result is: congestion. “At least 140 buses per hour in the morning and evening peak,” Councillor Glensor told us on Monday. “Resulting in significant jams and delays,” said Councillor Ponter five days earlier. The council has also acknowledged, belatedly, that there are huge inefficiencies along the Golden Mile, caused by duplication of routes. And it has finally accepted what the rest of us have been seeing for months – what it delicately describes as the bunching effect of buses, particularly at Willis and Manners Streets. (Manners Street – where we were told that all problems would be fixed when buses were given priority.)

The new Manners Street: speed is needed if you want to object

- The Wellington City Council has issued a densely-packed document of 27 pages which describes changes to traffic flows and parking which are to be made in preparation for Manners Street becoming two bus lanes. The council invites everyone to study the 27 pages and send “submissions”. But this isn’t a consultation process. The council is seeking only “objections” and the “objection period” closes at the end of next week.

Another delay before we’re consulted about Basin Reserve roading options

- The Mount Victoria community has been expecting consultation about roading changes around the Basin Reserve since last October. But yesterday, consultation was postponed again. The delay means there’s more time for the Architectural Centre’s innovative cut-and-cover plan (above) to get some serious consideration.
