- Timing is everything. While most of Wellington was recovering from the Hobbit celebrations, Parliament yesterday passed the controversial Local Government Act. And the PSA’s Brenda Pilott, who watched the debate, said the new law was unwanted, undemocratic, just plain bad … “a grim day for communities.” Similar comments were made in June, when Wellington Mayor Celia Wade-Brown warned that the new legislation was ill-considered and undemocratic. She said it would allow local authorities to be amalgamated without a poll being held … thus limiting the opportunity for communities to have their say on local governance.

- Yesterday, like the majority of Wellingtonians it seems, I went down to Courtenay Place to see a piece of long red carpet. Not that I really got to see much of the actual carpet of course – standing several rows back behind layers of sweaty little hobbit fans, I mainly had a good view of the back of people’s heads. Nothing wrong with that, of course, the back of some people’s heads are quite nice. Especially if they have hair, and aren’t all warty.

I met some of them at their public information day on Saturday. Their cynical process of “public consultation” hasn’t worked. But talking face to face is a different experience. Not, though, on the subject of their Basin flyover proposal, which they have been trained to defend at all costs, and for which they’ve created a new set of drawings such as the one above showing a couple sunbathing under the overhead traffic.

Where the #$%& are the bike lanes already?

- We’ve had a bicycle-mad mayor for two years now and I don’t think I’ve seen one new bike lane, or any real indication that the council still even gives two hoots about cyclists and pedestrians. In fact our transport planning has just become, frankly, bizarre. For example our city council, regional council, and NZTA apparatchiks seem to think it’s a suitable use of millions of dollars of public money to tack on a dubious pedestrian-walkway-cum-cycleway to the Basin Reserve flyover, so that we can walk and cycle from the tunnel to the bypass. You know, because there’s such a huge amount of people walking and cycling around the city rather than to the city. It’s a route that is barely used for obvious reasons and will remain that way, even if they do actually fix the cycleway so that it is a proper cycleway and not just some bike-shaped-stencils painted onto a sidewalk*.

Evidence of PR expenditure is on display in the compliant, supportive DomPost this morning. On the op-ed page, Jenny Chetwynd attempts to redefine the concrete flyover. Congratulations to the Regional Council: a Basin solution without a flyover

- Congratulations to the Regional Council on the vote last week to revisit Option X. The Architectural Centre’s design beats the Transport Agency’s by integrating needs – it’s more sophisticated than just another stretch of State Highway 1. In 2009, the Civic Trust ran a public seminar about the Basin Reserve area to a packed house. Clearly it showed a successful solution would need to balance the interests of residents, motorists, passengers, pedestrians, and children. This has shaped our flyover response: the flyover doesn’t achieve grade separation from local traffic, and it doesn’t fit its surroundings (SH2 Dowse shows NZTA’s style). There are better ways of improving transport.

- Extract from an address to the Joint Annual Dinner of the Karori Rotary and Lions Clubs, 31 October 2012 by Neil Plimmer, Chairman of the Wellington Sculpture Trust. “We get much favourable feedback from the public about the 25 sculptures that we have provided for Wellington over our lifetime, but the proof that holds the most sway is that Wellingtonians keep funding them. We thrive on the support and benefaction of the people of Wellington. “The total cost of the 25 sculptures is $4.5 million which inflation-adjusted yields about $7.5 million. The overwhelming bulk of this is raised privately, from companies, family trusts, individuals, grant-giving bodies and other sources.

- Recycling wheelie bins were introduced across the city in 2011; but not to the properties in Hobson St, situated on the Thorndon Flat. Residents from Hobson St recently re-approached the Council regarding the earlier assessment of their street as being not suited to Council supplied recycling wheelie bins. The early assessment had indicated that Hobson St had a high volume traffic flow (similar to Tinakori Rd), and that due to the road width there was potential to block access to emergency services.
