Metlink to boost electric buses from 2 to 22 per cent of its fleet to meet climate change goals and passenger growth

Metlink currently has 450 buses in its active fleet in the Wellington region 10 of which are EVs, making up two percent of the fleet. Once the 98 buses are added to the fleet the proportion of EVs will rise to 22 per cent which, excluding market leader China, is high by international standards. Seventy-three of the buses will be used on current scheduled services with a further 25 to be progressively added to routes to meet future network growth. The new electric buses will eventually take 61 diesel buses off the roads, leading to a 17 per cent drop in carbon emissions and a similar reduction in harmful emissions. Greater Wellington is delivering on its promise of a building a modern low emission bus network according to Chair Daran Ponter. “I’m sure that people across the region will be pleased to see another 61 diesel buses taken off the road and this will drive real climate benefits by deploying the new electric buses on high use areas of the network. “Just like our plans for rail, this is also about ensuring we have a fleet in place that can cope with rising population trends and demand for public transport over the next few years. That’s why 25 buses will be used to accommodate forecast passenger growth without an increase in emissions,” added Chair Ponter. Climate Committee chair Cr Thomas Nash said we have to provide attractive alternatives to our current 20th century car culture if we’re serious about responding to climate change. “Over the last two decades transport emissions rose by 14 per cent across the region, mainly from fossil fuel burning cars and trucks. “We need a real step change here and we know we can move far more people with far fewer vehicles if we provide high quality public transport. A modern, comfortable low emission fleet will play a key role in attracting new passengers, encouraging them to embrace public transport. We’ve got an opportunity to break free from the car-dominated landscape that’s been driving pollution in our cities - let’s take it,” added Cr Nash. Roger Blakeley, chair of Greater Wellington’s Transport Committee, said that the new fleet will also attract more bus drivers to the region. “This new fleet shows our intentions for growing the network and obviously more buses means more drivers. We want buses that drivers can be proud of and these state of the art buses, many fitted out right here in New Zealand, will help us attract drivers that want to be at the forefront of the public transport industry in New Zealand and internationally.” As part of the deal, NZ Bus will source 67 ready-to-go large single decker EVs from China and Tranzurban will build 31 double decker EVs at Kiwi Bus Builders in Tauranga, with parts sourced from world leading Chinese bus manufacturers. NZ Bus CEO Barry Hinkley said he was delighted that NZ Bus was making a significant contribution to NZ’s environmental performance, commenting that growing the number of EVs in its fleet is the right way forward as NZ Bus looks to a future of reduced fossil fuel usage. "With these 67 new electric buses, NZ Bus is proud to be having the largest EV bus fleet in New Zealand. With these new orders, we will see our EV fleet grow to at least 85 buses in the short term. "Obviously, we all should try and do as much as we can to look after our environment; taking public transport is a great way of reducing emissions, and electric public transport is an even better way. “We’re committed to doing our bit to help reduce emissions in New Zealand and at the same time provide people with a safe and easy way to get around,” said Mr Hinkley. Tranzurban Director Keven Snelgrove said today’s announcement is a clear demonstration of the company’s commitment to partnering with Greater Wellington and pioneering and investing in electric bus technology and infrastructure in New Zealand. He says the 31 new double deck EVs add to the company’s fleet of 10 New Zealand-built double deck EVs successfully in operation in Wellington already. “This new fleet will deliver multiple benefits of being New Zealand built, adding to our modern and reliable electric bus fleet and help reduce carbon emissions and air pollution for Wellingtonians.” The buses will be delivered between mid-2021 and early 2023.

Keeping the Council and the Airport honest, or will Tangaroa have the last word anyway?

- Over the last couple of months two important developments occurred regarding the proposed Wellington Airport Runway Extension: Its $90m co-funding by Council found its way into the LTP – despite significant opposition against it, but with some very important caveats Nature has shown us on several occasions just how insane the proposal is to put such vulnerable infrastructure into the Cook Strait. In addition, WIAL met with the directly affected residents of Moa Point to update them about the work they’re doing in relation to the airport extension. We will discuss these two points in separate blogs, so let’s have a look at how the Long-Term Plan consultation went first… Despite being touted as a great success by its proponents, with apparently only a ‘noisy minority’ of people opposing the $90m for the runway extension that was ring-fenced in the LTP, this really doesn’t stack up on closer scrutiny. Strathmore Park blog has written about this extensively, eg here, here and here, but it was clear during consultation that both the Council and WIAL got quite rattled once submitters started asking some difficult questions. The WIAL CEO went as far as swearing – twice! – during his oral submission when he commented on the report by NZIER reviewing EY’s economic impact statement that they prepared for BARNZ, the Board of Airline Representatives. However, upon reading the EY report’s full page of caveats it becomes very clear that the content cannot be relied upon as a fair representation of the truth, not that that stopped Justin Lester from insisting that ‘the numbers are sound’. When the Councillors were asked if they had actually seen any plans or designs so far for the $90m of ratepayer money they were willing to put forward, they looked on rather blankly. It is a sad indictment that you even have to ask a public official if they would pay a builder millions up-front for building their house without having seen any designs or plans, but as we suspected, the answer to that question was a resounding ‘no’. However, despite all of this, and the fact that the submission process may well have violated Section 93B under the Local Government Act as well as there being questions about whether the Mayor and Deputy Mayor fulfilled their own code of conduct in relation to giving at least the appearance of open-mindedness and independence during a public consultation process, the majority of Councillors signed off this mad plan to ring-fence almost $100m of our money for this ‘white elephant’ (according to John Key). On a very positive note, however, our and many other submitters’ strong objections did lead to some extremely important caveats and amendments being included. The LTP now says that the Council will make a final decision on this project and whether to commit funding to construction once: WIAL has obtained resource consent for the project The Council has received and considered a cost-benefit analysis and business case from WIAL that will be independently reviewed. Other key considerations that the Council has said will need to be considered before it makes its final decision relate to: The resilience of a runway extension to weather and climate change The proposed investment vehicle and any revenue agreement Satisfactory airline commitments Funding arrangements for construction and confirmed construction costs The governance and management structure to oversee construction. The Council has also said it will undertake further public consultation before making a final decision on whether to commit funding to construct the runway extension. It is our expectation that it won’t ever get that far as the business case simply won’t stack up, but at least we now have some protections in place to stop the Council from just gifting a private company several million dollars more on top of what ratepayers have already given without setting out some clear requirements first. By the way – to this date, it seems not a single report (other than the EY statement) or progress update has been received by Councillors from WIAL for the almost $3m they gifted the airport for undertaking the resource consent application (back in May 2013 and then again in December 2014), which may be a breach of contract. Presumably, the Mayor would have received updates during board meetings in her role as Director but it does not seem as if this information flowed on to the rest of the Council. This again raises the potential conflict of interest of the Mayor who sometimes seems to take her position as a WIAL Director more seriously than her mandate to the city and its ratepayers. Why has no one wondered about this lack of progress or at least started asking some hard questions before signing off the money in the draft LTP? All this makes it clear that it is really important to make sure that the Council will stick to what it has approved in the LTP in relation to the runway extension instead of rolling over again and doing WIAL’s bidding based on no more than one-sided, overly optimistic and inadequate information and PR spin. It is also really important that all, but especially the most severely affected residents, have a fair say during this process which to date has been intransparent and inadequate. So far, the involvement and conduct of the Council has not led us to believe that they are overly interested in due diligence but we hope that the new caveats will ensure that we are protected against pushing ahead with a project where the main benefit seems to go largely to the airport company, but the main costs, risks and impacts sit squarely on the ratepayers and residents.

Cambridge Analytica is merely Facebook’s ‘smaller, less ambitious sibling’

- Beyond all that had gone on with AIQ and Cambridge Analytica, a lot more has come out about Facebook’s practices, things that I always suspected they do, for why else would they collect data on you even after you opted out? Now, Sam Biddle at The Intercept has written a piece that demonstrates that whatever Cambridge Analytica did, Facebook itself does far, far more, and not just to 87 million people, but all of its users (that’s either 2,000 million if you believe Facebook’s figures, or around half that if you believe my theories), using its FBLearner Flow program. Biddle writes (link in original): This isn’t Facebook showing you Chevy ads because you’ve been reading about Ford all week — old hat in the online marketing world — rather Facebook using facts of your life to predict that in the near future, you’re going to get sick of your car. Facebook’s name for this service: “loyalty prediction.” Spiritually, Facebook’s artificial intelligence advertising has a lot in common with political consultancy Cambridge Analytica’s controversial “psychographic” profiling of voters, which uses mundane consumer demographics (what you’re interested in, where you live) to predict political action. But unlike Cambridge Analytica and its peers, who must content themselves with whatever data they can extract from Facebook’s public interfaces, Facebook is sitting on the motherlode, with unfettered access to staggering databases of behavior and preferences. A 2016 ProPublica report found some 29,000 different criteria for each individual Facebook user … … Cambridge Analytica begins to resemble Facebook’s smaller, less ambitious sibling. As I’ve said many times, I’ve no problem with Facebook making money, or even using AI for that matter, as long as it does so honestly, and I would hope that people would take as a given that we expect that it does so ethically. If a user (like me) has opted out of ad preferences because I took the time many years ago to check my settings, and return to the page regularly to make sure Facebook hasn’t altered them (as it often does), then I expect them to be respected (my investigations show that they aren’t). Sure, show me ads to pay the bills, but not ones that are tied to preferences that you collect that I gave you no permission to collect. As far as I know, the ad networks we work with respect these rules if readers had opted out at aboutads.info and the EU equivalent. Regulating Facebook mightn’t be that bad an idea if there’s no punishment to these guys essentially breaking basic consumer laws (as I know them to be here) as well as the codes of conduct they sign up to with industry bodies in their country. As I said of Google in 2011: if the other 60-plus members of the Network Advertising Initiative can create cookies that respect the rules, why can’t Google? Here we are again, except the main player breaking the rules is Facebook, and the data they have on us is far more precise than some Google cookies. Coming back to Biddle’s story, he sums up the company as a ‘data wholesaler, period.’ The 29,000 criteria per user claim is very easy to believe for those of us who have popped into Facebook ad preferences and found thousands of items collected about us, even after opting out. We also know that the Facebook data download shows an entirely different set of preferences, which means either the ad preference page is lying or the download is lying. In either case, those preferences are being used, manipulated and sold. Transparency can help Facebook through this crisis, yet all we saw from CEO Mark Zuckerberg was more obfuscation and feigned ignorance at the Senate and Congress. This exchange last week between Rep. Anna Eshoo of Palo Alto and Zuckerberg was a good example: Eshoo: It was. Are you willing to change your business model in the interest of protecting individual privacy? Zuckerberg: Congresswoman, we have made and are continuing to make changes to reduce the amount of data … Eshoo: No, are you willing to change your business model in the interest of protecting individual privacy? Zuckerberg: Congresswoman, I’m not sure what that means. In other words, they want to preserve their business model and keep things exactly as they are, even if they are probably in violation of a 2011 US FTC decree. The BBC World Service News had carried the hearings but, as far as I know, little made it on to the nightly TV here. This is either down to the natural news cycle: when Christopher Wylie blew the whistle on Cambridge Analytica in The Observer, it was major news, and subsequent follow-ups haven’t piqued the news editors’ interest in the same way. Or, the media were only outraged as it connected to Trump and Brexit, and now that we know it’s far, far more widespread, it doesn’t matter as much. There’s still hope that the social network can be a force for good, if Zuckerberg and co. are actually sincere about it. If Facebook has this technology, why employ it for evil? That may sound a naïve question, but if you genuinely were there to better humankind (and not rate your female Harvard classmates on their looks) and you were sitting on a motherlode of user data, wouldn’t you ensure that the platform were used to create greater harmony between people rather than sow discord and spurring murder? Wouldn’t you refrain from bragging that you have the ability to influence elections? The fact that Facebook doesn’t, and continues to see us as units to be milked in the matrix, should worry us a great deal more than an 87 million-user data breach.

The First Announcement of CubaDupa 2020

- CubaDupa Returns to the Streets with a Beautiful Disruption Wellington’s favourite neighbourhood comes alive with colour, art, music, parades, dance, food, and thousands of creative people the weekend of 28-29 March 2020 WELLINGTON, NZ — All of New Zealand is invited to celebrate the country’s most vibrant and creative street festival, CubaDupa, disrupting the heart of Wellington on 28 and 29 March 2020. The multi-arts programme returns to the streets in a big and beautiful way—with a dozen stages, over 100 food stalls, special creative zones, 100,000 friends and neighbours, and one beautiful disruption after the other. “Our iconoclastic Te Aro neighbourhood will be filled with sights and sounds, parades and drum beats, street installations and public art”, says Festival Director Gerry Paul, who has programmed the most ambitious CubaDupa ever. “And at the heart of it all, ready to transcend the ordinary, are over 1500 artists and performers from the region and around the world”. Music is the very core of CubaDupa, and there will be no shortage of aural disruption in 2020. The festival will present a diverse free live music programme showcasing almost every genre. VNZMA winner Troy Kingi brings his irresistible galactic funk, alongside rising Hip Hop star JessB. Contemporary Canadian folk group The East Pointers join the party with their high-energy take on the Celtic tradition. Making the trip from across the ditch are Bullhorn, an epic 10-piece brass ensemble fronted by the extraordinary rapper Roman MC. Local groove masters Dr Reknaw and emerging New Zealand rockers H4lf Cast add their grooves to the weekend celebration. Musicians, sound experiences, and immersive electronic wizardry become a cornerstone of the 2020 CubaDupa with the festival’s most ambitious project ever, Cubasonic. The mass musical interruption—conceived by New Zealand’s leading composer John Psathas—involves nearly 500 musicians lining the street, twelve conductors above the crowd, a custom-made overhead sound system, and a locally-invented Tesla coil synthesiser known as Chime Red. Defying words, Cubasonic will be presented once each day—uniting the entire festival site with a ten-minute musicalhappening unlike anything ever attempted in New Zealand. The project is a true partnership of creative community, generously supported by Creative New Zealand and involving Orchestra Wellington, New Zealand Symphony Orchestra, Royal New Zealand Air Force Band, The Nudge, Boat and a mass of Batucada drummers. “CubaDupa is one of Wellington’s primary lightning rods, generating and releasing a massive, positive energy charge into the city every year,” says Psathas. “Festivals offer unique opportunities for ambitious ideas. At their best they give us experiences we never forget, experiences that exceed our expectations both in the witnessing of art and in the moments of massed connection that sneak up and take us by surprise. Cubasonic, played throughout the heart of Cuba Street, will be vast, epic, and monumental.” The 2020 musical acts will be presented across twelve stages, including the brand new Radio Active Upper Cuba SoundSphere, Wellington Airport Swan Lane, the Garage Project Wild Workshop stage, and a Glover Park zone designed in partnership with Massey University’s College of Creative Arts. “Festival audiences can experience an abundance of music, dance, street theatre and art activations taking place throughout our Te Aro precinct” says Paul. “After finding your groove with JessB or Bullhorn, join The Ping Pong Party People in a wildly creative table tennis championship, visit Shabby Salon for a drop-dead gorgeous makeover, then jump into the Weddings-and-Funerals installation.” Another new element making its debut at the 2020 CubaDupa is the Mammoth Circus Tent in the Wilson Carpark on Ghuznee St. The bold and colourful venue will host energetic performances and workshops for all ages by day, and transform into a saucy cabaret show by night. “It’s part of our desire to grow the festival in new ways, add interesting platforms, and showcase even more artistry and performers from all around the world” says Paul. “Families will experience circus shows by fabulous acts like COLOSSAL Productions, 3 Speed Crunch Box or Seven Deadly Stunts during the day, and then the older crowd can enjoy comedy and more provocative cabaret after dark”. A theme running through much of the 2020 CubaDupa programme is Intergalactic Madness—alien visitors, strange messages, and wondrous disruptions from other worlds. Big Nazo will invade from Rhode Island, with generous support from the Embassy of the United States of America, for their debut visit to New Zealand. The outlandish collective of visual artists, puppet performers and costumed musicians will bring their alien creatures to the streets and stages of CubaDupa. Closer to home, Alien Junk Monsters add their psychedelic recycled trash costumes—and a few new otherworldly offspring. And for the first time ever CubaDupa will play host to BodyPalooza, a new national body paint competition featuring over 30 artists and models painted as alien visitors. “There’s an eclectic and eye-opening experience for everyone at CubaDupa, because it’s a fearless celebration of who we are as a diverse and creative city, and what we have in this iconic neighbourhood”, says Eric Holowacz, CEO of Creative Capital Arts Trust. “Whether you are into new bands, raucous parades, or the search for extraterrestrial life, CubaDupa has it.
