I would like to attend the Wellington Regional Council meeting when they discuss the traffic around the Basin Reserve. But I cannot, because it’s being held during a business day. Such meetings should really be held at times when community representatives would be more likely to attend.

Though I can’t get to the meeting, I want regional councillors to be aware of my opposition to raised-roading around the Basin Reserve. Neither of the two raised road options will do anything to enhance the Basin environment.

Almost 20 years ago, when Fran Wilde was Mayor, the Wellington City Council allowed a supermarket to be built in a priceless viewshaft at the northern end of Cambridge Terrace.

Almost 20 years later, the Wellington Regional Council (with Fran Wilde as chair) has supported a proposal which will cause an equal amount of damage at the opposite end of the wide boulevard.

The dubious transport solution for Wellington: the cheapest option

Wellington city councillors were told yesterday that the government will not pay for Option X. What would be best for the city is not acceptable for the politicians. They want the cheapest possible deal.

Not that the government delivered this decision directly. The information emerged at a briefing meeting, almost as a throwaway line, in response to a question from a councillor who asked: “In terms of funding for Option X, what are the chances of the government fronting up with the extra money?”

Wellington City Councillors have been told that a flyover alongside the Basin Reserve will have seriously significant negative consequences. Yet they’re being advised to shrug off these problems, and to support the flyover rather than Option X which doesn’t require an elevated road. Councillors should not agree to this bad advice.

However you describe it, the 380-metre-long structure that the Transport Agency wants to build from Tory Street to the Mount Victoria Tunnel would change the Wellington cityscape forever, and not for the better.

We’ve been wrong to describe it as a flyover. It’s much bigger than that. And the Transport Agency is wrong to describe it as a bridge. In reality it would be an elevated highway – which is an approach to road design from the early 20th Century that’s out of favour in most places.

Basin flyover: another week of opposition

It’s hard to find anyone who likes the NZ Transport Agency’s plans for a 380-metre-long flyover alongside the Basin Reserve. Starting at the Mt Victoria Tunnel, the structure would carry two lanes of vehicles above Ellice Street and Kent and Cambridge Terraces and discharge them at the Tory Street traffic lights. The flyover would be a dismal eyesore across the cityscape.

It’s equally lamentable that councillors aren’t protesting at the lack of democracy in the the planning process.

Basin flyover: how the Transport Agency wants to make home-owners pay

Not only is the Transport Agency planning to demolish around 50 homes, but they’re going to the Environment Court to force local residents to pay for sound-proofing on all other houses up to 100 meters from the new roads.

The NZ Transport Agency has confirmed that its flyover alongside the Basin Reserve will result in “visual and noise effects.” The coy words are from the Agency’s Wellington highways manager. But he’s concerned only with minimising these problems for the cricket ground. There’s no concern that the same problems will affect the wider community.

One week of the eight-week consultation period is already over – leaving less than seven weeks to tell the Transport Agency what we think of their flyovers and their other roading plans. The best suggestion so far has come from Maximus on Eye of the Fish, who recommends that everyone sends a submission saying:

I vote for neither of the two options presented.
I demand to see a full and fair evaluation of all the other schemes that you have had for the last 2-3 years.

A flyover at the Basin Reserve? The battle begins on Saturday

Saturday is the day when the government’s Transport Agency will tell Wellington how it intends to change the cityscape at the southern end of Kent and Cambridge Terraces.

The news has been a long time in coming, but as long ago as 2008 then-mayor Kerry Prendergast said, with approval, that a flyover near the Basin Reserve would be part of the plan.

Her successor doesn’t support a flyover. Indeed, the concept has few supporters except for the planners and engineers at the Transport Agency. And though there have been several good alternative proposals, the Agency doesn’t seem willing to consider them.
