Architects are renowned for drawing, so the idea of a charity auction of architects’ drawings as a fundraiser for our participation in the High Court Appeal over the Basin Bridge Board of Inquiry Decision is a natural one. But we’re aiming for it to be a bit bigger than drawings and architects, with an auction […]

Hugh Ferriss “Metropolis of Tomorrow” (c.1929) Drawing has been a staple of an architect’s profession for longer than architecture has been a profession … … and given we are about to have another exhibition of architects’ (and others’) drawings with the upcoming Charity Auction to raise funds for our involvement in the Basin flyover High […]

Debates about the Flyover proposed for Wellington still ringing in our ears (the Basin Bridge Board of Enquiry is ongoing as we speak), it seemed like an appropriate time to examine what the underside of a Flyover actually looks like. The answer seems to be: often Not Very Pretty. This one is typical. People living [...]

If there is one thing that the public love, it is being let in to a secret underground space, to go boldly where no one has gone before… And last weekend, Wellington was allowed to venture into the giant slice through the earth that the NZTA call the Memorial Park underpass.
Basin Pavilion and Spine Study

I did have a small post scheduled for tomorrow morning, but the release of both of these today sort of takes precedence! It never rains, but it pours! Seems kind of appropriate, considering the weather we have been having lately.

So: seeing as the Basin Reserve “mitigation” study / blatant bribe to the Reserve Trust has been released, and the Passenger Transport Spine study, and the material for the EPA from NZTA have all been released today (there is no coincidence here, it’s all been carefully planned out), and that’s just al too much for me to post on – I thought I’d just throw it open for you to comment on.

Flyover vote

Later today the Council will vote on their support of the flyover. Related to this, an interesting tidbit came out yesterday and almost slipped me by: “Steps to move state highway traffic off Vivian St are among measures needed to ease the impact of a Basin Reserve flyover, Wellington City Council says.”

Holy-moly. That’s new. Up until now some Councilors have been willing to admit privately that the way the Ngauranga to Airport “strategy” completely ignores Vivien Street is absurd. But the Council in an official capacity has, as far as I know, never said anything to this effect before.

Mitigation

In the case of the Basin Reserve flyover, the Wellington City Council has asked for further “mitigation” of the proposed Flyover (concrete bridge / Option A). For its part, NZTA has also promised some “mitigation” of the effects of the flyover, and says that they will focus on “mitigation” to ensure that the flyover is “integrated”. Trouble is, I’m not really sure that they are talking about the same thing.

Where the #$%& are the bike lanes already?

We’ve had a bicycle-mad mayor for two years now and I don’t think I’ve seen one new bike lane, or any real indication that the council still even gives two hoots about cyclists and pedestrians. In fact our transport planning has just become, frankly, bizarre.

For example our city council, regional council, and NZTA apparatchiks seem to think it’s a suitable use of millions of dollars of public money to tack on a dubious pedestrian-walkway-cum-cycleway to the Basin Reserve flyover, so that we can walk and cycle from the tunnel to the bypass. You know, because there’s such a huge amount of people walking and cycling around the city rather than to the city. It’s a route that is barely used for obvious reasons and will remain that way, even if they do actually fix the cycleway so that it is a proper cycleway and not just some bike-shaped-stencils painted onto a sidewalk*.

Memorial Park

The Prime Minister has announced today that the Memorial Park is to be a Park, and not a motorway. Hooray for common sense, good taste, sensible planning, appropriate responses, and joined up thinking.

There has evidently been a fair bit of quiet contemplative thought going on with this proposal, and what seems to have been happening is some good cross-party agreements, that what is best for New Zealand is to have a Memorial Park worthy of its name. No one liked the proposal of a motorway through the park, which is what a five lane highway at ground level would have been – and so good sense has prevailed.

What if, concerning the whole Basin/Option X thing, we went right back to the fundamentals of the situation and began from there? Forget flyovers and tunnels, Options A, B, X, X+, and KY(!); forget Sussex Street, Memorial Park, and even the Basin itself. What are the fundamental issues?

Option X

Following on from the usual tired old grumpy pro-road editorial in the Dom Post, which came to the conclusion that pursuing Option X would be a waste of time, perhaps it is time for a less jaded eye to look at the arguments for, and against.

First up, and to some, most importantly, i guess that we have to address the question of cost. The DomPost identifies that Option X may cost up to $165m, which does sound like a heck of a lot of money, and says that the “agency’s preferred option” would only cost $75m. Well, that’s a slam dunk right there, isn’t it? One option more than twice as much as the other? Those damn pesky architects proposing being profligate with the public purse?

Except that, no, i reckon that the Dom Post figures are wrong.

The Friday 26 August deadline for submissions to NZTA regarding the Wellington inner-city transport projects is getting closer. We believe this is an important issue for everyone to give feedback on. Option X will tunnel State Highway One under Memorial Park, providing a space which will respect our war dead, and allow reflection and commemoration.

Now, however, a good number of them have been published and are available on line.
One of the more interesting things unveiled, is the plan of the work for the Memorial Park.

It is a curious proposal – and all seems rather Fishy to me. In a country notorious for its distain for, and freedom from corruption, is this the first openly blatant case of bribery on a large scale?
